Solar Highway Program Guidebook
Turning Transportation Corridors into Clean Energy Assets
Provided the first national model for roadside solar, sparking adoption in dozens of states and countries.
I co-authored the Solar Highway Program Guidebook for the Oregon Department of Transportation, the first manual in the United States to chart a clear path for deploying solar power in highway rights-of-way. The guidebook distilled lessons from Oregon’s pioneering solar highway projects into practical, replicable steps for other transportation agencies.
It provided state transportation agencies with a blueprint for integrating renewable energy into infrastructure, addressing policy, financing, safety, and partnerships. The guidebook quickly gained national and international attention, with dozens of states and countries using it as a model for roadside solar development.
This project stands as an early example of linking infrastructure innovation with climate strategy, showing how underused public land can generate clean power, reduce emissions, and demonstrate climate leadership.
